Mandatory APS Certificate for Pakistani Students- Update

Since 2023, Pakistani students need to get an APS certificate from the APS office in Islamabad before they can even apply for a German student visa appointment. Without the certificate your visa application will not be accepted.
What is the APS Certificate ?
It is an official document that verifies that your academic documents are valid. Authentication of transcripts, degrees, and certificates proves that you are eligible to study at German universities.
Step-by-Step Guide to APS
Obtain an attestation from Pakistan’s Higher Education Commission (HEC).
Create your account on APS Pakistan website. Fill the online application form carefully.
Pay the processing fee (about €250).
Attach all required documents – attested HEC degrees, transcripts, passports, etc.
APS in Islamabad contacts you for in-person verification. Your academic history will be questioned.
Delivery of your APS certificate by courier after approval.

Complete Document Checklist – Everything You’ll Need for Your Germany Student Visa
1. APS Certificate (Original)
This is your golden ticket. The verification document from the APS office in Islamabad. Without it, the embassy won’t even look at your file. Keep it safe. Make copies. Treat it like your passport.
2. Valid Passport
Your passport needs at least two blank pages. Not one. Two. And it must be valid for your entire planned stay in Germany. If it expires in the middle of your degree, you will have to deal with the Pakistani embassy in Germany, which is a headache you do not want.
3. University Admission Letter
Print this out. Do not just show it on your phone. The visa officer wants a physical copy of your official acceptance letter from your German university. Make sure it includes your name, program name, and start date.
4. Blocked Account Confirmation (Sperrkonto)
This is your financial proof. You will get a certificate from your blocked account provider (like Fintiba or Expatrio) confirming you have deposited the required €11,904. Print that certificate. The embassy will ask for it.
5. Language Proficiency Certificate
Depending on your program, this could be an IELTS, TOEFL, TestDaF, DSH, or Goethe certificate. More details on this below—because this is where a lot of students get confused.
6. Academic Documents
All your degrees, transcripts, and certificates are attested by HEC. And I mean all of them. From matriculation to your latest degree. Keep the originals and two sets of copies.
7. Visa Application Form
You fill this out online on the VIDEX portal. Then you print it. Sign it. And bring it with you. Do not try to fill it by hand at the embassy. They will send you back.
8. Visa Fee Receipt
You will pay around €75 for the visa processing fee. Keep the receipt. Staple it to your application form. Yes, they really are that particular.
9. Health Insurance Proof
This is a two-part thing. First, you need travel insurance for your first 90 days in Germany (get something cheap from Pakistani companies like Jubilee or Atlas). Second, you need a confirmation letter from a German statutory health insurance fund (like TK, AOK, or Barmer) saying they will cover you once you arrive. Most blocked account providers offer this as part of their package.
10. Statement of Purpose (SOP)
Tell your story here. 1-2 pages should be enough. How does this specific program and university fit into your career goals, and why did you choose it? Do not copy a template from the internet. German officers can spot generic essays from a mile away.
11. Curriculum Vitae (CV)
Use the Europass format. It is the standard in Europe. Keep it clean. One or two pages max. Include your education, work experience (if any), skills, and language abilities.
12. Passport-Sized Photographs
Biometric specification. That means 35mm x 45mm, white background, neutral expression, no glasses, no smile showing teeth. Get them done at a professional studio. Tell them it is for a German visa.
Language Requirements – IELTS, German, and Other Options
For Programs Taught in English
Most German universities want to see that you can actually understand the lectures.
IELTS: Usually 6.0 to 6.5 overall. Some competitive programs want 7.0. Check your university’s website
TOEFL iBT: Around 80 to 90. Nothing crazy.
PTE: 59 to 65.
But here is a secret that a lot of consultants do not tell you.
You can sometimes skip IELTS entirely if your previous degree was taught in English. How? You ask your previous university for a Medium of Instruction (MOI) certificate. This is a simple letter on university letterhead saying “All courses were taught in English.”
I have seen students get accepted to German universities with just an MOI certificate. No IELTS. No TOEFL. Nothing else.
For Programs Taught in German
If you want to study in German (and many programs are), you need proper proof. No shortcuts.
TestDaF: You need TDN 4 in all four sections (reading, listening, writing, and speaking). That is roughly B2/C1 level.
DSH: You need DSH-2 or DSH-3. This test is offered by German universities themselves.
Goethe-Zertifikat: You need a C1 level. Goethe B1 or B2 will not be accepted.
A word of advice: Start learning German at least one year before you plan to leave. Seriously. German is not easy. You cannot cram it in three months. Start with A1, then A2, then B1. By the time you reach B2, you can survive daily life. By C1, you can study comfortably.
So, Can You Really Study in Germany Without IELTS?
Short answer: Yes, sometimes.
Long answer: It depends on the university and the program. Some universities will accept:
A Medium of Instruction (MOI) certificate
(Cheaper and faster than IELTS)
A letter from your previous university confirming English proficiency
An internal English test administered by the university itself
The catch? Not every university offers these options. And the rules change every year.
Scholarships to Study in Germany for Pakistani Students
DAAD Scholarships – Germany’s Most Prestigious
The DAAD (Deutscher Akademischer Austauschdienst) is the big one. They offer hundreds of scholarships for international students every year.
What does DAAD cover?
- A monthly stipend of €934 for graduate students (master’s level) or €1,200 for PhD students.
- Health insurance.
- A travel allowance.
- A study allowance for books and materials.
How can you get a DAAD scholarship from Pakistan?
- You need a strong academic record. Think GPA of at least 3.5 out of 4.0.
- For many programs, you also need 1‑2 years of work experience after your degree.
- Deadlines are usually between August and October for the following year. Mark your calendar.
Deutschlandstipendium (Germany Scholarship)
This one is offered by individual German universities. It gives you €300 per month for one year, and you can usually renew it if you keep your grades up.
Who qualifies? Students with high academic achievement AND social engagement – things like volunteering, leadership roles, or community work. They want well‑rounded people, not just bookworms.
Konrad-Adenauer-Stiftung Scholarship
This is for students with strong political or social interests. The monthly stipend is €850 to €1,200. If you care about democracy, human rights, or public policy, this is worth looking into.
